本研究旨在建構國民小學教育品質理論層面及其在當前教育現況之探究。本研究首先融入學校教育事務與教育品質觀點來建構國民小學教育品質理論層面,並透過結構方程模式(SEM)進行驗證性因素分析,考驗理論層面之適配度;其次,將所建構之教育品質理論層面進行問卷編製,以問卷調查方式進行教育品質內涵重要性之探討。本研究調查對象為國民小學學校人員,共寄出問卷1596份,有效問卷1123份,問卷回收可用率70.36%。研究發現為:一、教育品質理論層面共有行政管理、課程教學、人力素質、學習輔導、環境設備、研究發展、顧客導向等7個層面;二、教育品質理論層面以「顧客導向」最為重要;三、性別、學歷、年資、學校班級數以及不同職務在教育品質7個理論層面重要性有顯著差異存在。
The aim of the research is to construct the theoretical dimensions of educational quality and its application. First, the inclusion in school affairs and educational quality content to build the theoretical dimensions of school educational quality; SEM is used to test the educational quality theory dimensions, followed by the quality scale that will be constructed by way of a questionnaire survey to investigate the importance of quality content.The survey are school personnel from junior high school and elementary schools. The total questionnaires are 1596 copies by mailing system, the valid return rate was 70.36%, and there were1123 valid returned questionnaires. The findings are as follows: 1.The theoretical dimensions consisted of the seven dimensions including administration management, curriculum and instruction, human quality, learning and consult, environment and equipment, research and development, and customer orientation.2. Customer orientation is the most important theoretical dimension 3. There are significant differences among the scores of sex, educational background, seniority, school size, position, on the 7 theoretical dimensions of educational quality.
