摘 要
本研究之主要目的,在於瞭解我國大專體育訪視之執行情形及相關問題,並建構出我國大專體育評鑑之理論基礎、評鑑模式及評鑑指標,以作為未來實施大專體育評鑑的參考和依據。
本研究之進行,採取三階段的方式來進行。第一階段以內容分析法、專家座談會及問卷調查法來探討學校體育評鑑指標之建立;第二階段以文獻分析法和問卷調查法來探討大專體育訪視的結果與檢討;第三階段再以實地訪談法和德懷術法來進行大專體育評鑑指標的建構。最後,提出我國大專體育評鑑的理論依據、評鑑模式及評鑑指標。而其具體的結論如下:
一、理論依據
本研究之理論依據主要是以大學評鑑之認可制度、品質保證制度及全面品質管理制度為基礎,並探討出我國大專體育評鑑的理論是具有「綜合性評鑑」與「多重性指標」的雙重意義。
二、評鑑模式
本研究結果發現,未來我國大專體育評鑑之建議模式為:
(一)負責單位:教育部體育司、高教司、技職司、大專體育總會(二)評鑑對象:大學、學院、專科等學校 (三)評鑑內容:教學與研究、組織與行政、活動與競賽、場地與服務、創新與特色、適應體育、師資人力 (四)實施方式:學校自評、各校複評、教育部總評 (五)評鑑結果的應用:表揚績優的學校、經費補助的依據、輔導追蹤的參考、提昇服務的品質。
三、評鑑指標
本研究之指標建構,包括:
(一)大指標:教學與研究、組織與行政、活動與競賽、場地與服務、創新與
特色、適應體育、師資人力等七大指標。
(二)次指標:研究成果、教學效能、教學評量、體育教材、教學策略、體育正課、體育教學法、教學研習、體育特別班、體育刊物、年度計畫、組織章程、活動計畫、經費預算、競賽活動、課餘活動、校內外聯誼活動、校內外比賽活動、專業訓練、器材維護、安全措施、場地規劃、基本條件、運動特色、表現績效、適應體育、進修機會、服務品質等二十八項次指標。
(三)小指標:五年內教學及研究成果等127小指標。
A Study on the Evaluation Indicators of College Physical Education in Taiwan

Abstract
The primary purpose of this study was to explore the implementation of inspection visits on college physical education in Taiwan and its relevant issues so as to construct a theoretic basis, a model and indicators for the evaluation of college physical education. It was hoped that this study would serve as a reference for the Ministry of Education in the evaluation of college physical education.
This study was undertaken in three phases. In the first phase, the study adopted the methods of content analysis, symposium, and questionnaire to construct the indicators for the evaluation of school physical education. In the second phase, the results of inspection visits on college physical education were reviewed by means of both literature review and questionnaire. In the third phase, inspection visits and interviews for the evaluation of college physical education were conducted. Finally the study came up with its theoretical basis, model and indicators for the evaluation of college physical education. Its concrete results are given as follows:
I. Theoretical Basis
According to the recognition system, the quality guarantee system and the overall quality management system for the evaluation of colleges, the evaluation of college physical education in Taiwan is characterized with comprehensive and multiple indicators.
II. Evaluation Model
(1) Organizations in charge: the Department of Physical Education of the Ministry of Education, the Department of Technical and Vocational Education of the Ministry of Education, the ROC University Sports Federation.
(2) Subjects of Evaluation: universities, colleges, junior colleges.
(3) Contents of Evaluation: teaching and research, organization and administration, activities and competitions, facilities and services, creation and characteristic, special physical education, teacher qualification and manpower.
(4) Manners of Evaluation: school self-evaluation, inter-school evaluation, final evaluation by the Ministry of Education.
(5) Results of Evaluation: commendation of highly evaluated schools, subsidy priority, follow-up counseling, promotion of service quality.
III. Indicators of Evaluation
The indicators developed in this study were divided into three categories: primary indicator, secondary indicator, and tertiary indicator as listed in the following:
(1) 7 primary indicators: teaching and research, organization and administration, activities and races, fields and services, creativity and specialty, adaptation to physical education, and faculty resources.
(2) 28 secondary indicators: research results, teaching efficiency, teaching evaluation, teaching material for physical education, teaching strategies, formal physical education class, teaching pedagogy for physical education, teaching workshop, special class for physical education, publication for physical education, annual plan, organization rules, activity plan, budget, race and activity, extracurricular activities, activities inside and outside campus, games inside and outside campus, professional training, equipment maintenance, security measures, field plan, basic conditions, sport specialty, performance, adaptation to physical education, opportunity of further study, and service quality.
(3) 127 tertiary indicators including both teaching and research results in the last five years.
