題名:公立就業服務機構之組織學習與潛在吸收能力對創新行為的影響:知識整合理論之觀點

本研究目的旨在探討公立就業服務機構潛在吸收能力與組織學習之相互關係及其對知識整合能力之影響;知識整合能力對創新行為之影響及組織學習、潛在吸收能力、知識整合能力與創新行為之整體關係模型。本研究採問卷調查法,以行政院勞工委員會職業訓練局中彰投區就業服務中心之440位員工為研究對象。共計回收409份有效問卷,以統計軟體進行資料分析,再以結構方程模式評估組織學習、潛在吸收能力、知識整合能力、創新行為等變項的路徑關係,驗證本研究的理論關係模型與研究假設。研究結果顯示,整體結構模型適配度良好、組織學習與潛在吸收能力,互相具有顯著正向影響且均對知識整合能力顯著正向影響、知識整合能力對創新行為有顯著正向影響。最後並針對建構之整體關係模型,提出具體分析。在實務意涵上,首先,公部門宜就知識創造的議題,推動持續學習,促進成員的創新活動;其次,公部門宜規劃、推動正式與非正式知識整合機制,逐步培養成員的知識整合能力;然後,組織宜透過績效管理等制度,使成員的學習,融合在組織的整體運作;最後,組織宜推動跨功能協調等制度,發展員工的潛在吸收能力。
The purpose of this study, for Vocational Training Council of Labor Affairs, Executive Yuan, Central Taiwan Employment Service Centers (CTESC) was to investigate potential absorptive capacity and organizational learning relationships; and both of them on knowledge integrative ability, as well as the effects of the knowledge integrative ability on innovative behavior, and the last, examined the relationship model. This study used questionnaires, select CTESC’s 440 employees for the study. Furthermore, total number of valid return was 409 and valid return rate was 92 %, and the data was analyzed by structural equation modeling (SEM) using SPSS and AMOS. The major finding as following: First, overall structure of the model had good fit. Second, there was positive effect between organizational learning and potential absorptive capacity, and both organizational learning and potential absorptive capacity had positive effect on knowledge integrative ability. Third, knowledge integrative ability had a positive effect on innovative behavior. Based on the research result, suggestions and implications for future research and practical application were proposed.
