The purpose of this study is to set up a mentor teacher program for public elementary and high schools in Taipei city. The research methods are literature review, questionnaire survey and expert discussion. Based on the results, a detailed program is developed and an experiment of the program is recommended. The aims of the program are: (1) to promote the professional development of school teachers in Taipei, (2) to encourage the teachers to conduct action research, (3) to improve the educational quality of Taipei public schools.
