Teacher evaluation for professional development is a formative teacher program, which aims to enhance professional development. From the perspective of teacher in learning, this paper examines first the problems of the program, and then recommends some suggestions for its future development. From the part of teachers, an open mind and a positive approach to evaluation would enhance their reflective ability and communication with colleagues. From the part of school administrators, such school-based program would build trust, strengthen relationship with teachers and consequently get more support from them. From the part of authorities, such an evaluation system would bring great benefit in upgrading teachers learning ability, in planning different programs, in making continuing education more effective and in enhancing support for local schools, etc.
