本文旨在建構台灣推動中小學國際教育的行動途徑。台灣受全球化潮流影 響甚巨,為提升高等教育的競爭力,及培養世界公民,實施國際教育是重要途 徑,且必要在中小學紮根,方能催化其效益。本文透過文獻分析,輔以各國中 小學國際教育推動實務,來探索台灣推動國際教育的意識與學程,並討論政府 與學校應扮演的角色。由於台灣推動中小學國際教育會與現存制度有落差,故 應以政策自願參與為原則,透過學校本位的方案規劃來推動,並催化經濟發展、 科技創新、文化理解及寰宇價值的意識,來進行學校改革。結果發現,台灣推 動中小學國際教育過程中,政府應喚起學校成員的進步意識、鼓勵學校建立文 化交流、特色標竿、自主學習、便利探索的導引學程、及催化國際學校雛型的 教育技藝改革,將有助於中小學教育注入進步的元素。
This paper is concerned with constructing action approaches of international education in elementary and secondary schools in Taiwan. Globalization has influenced Taiwan's education, particularly, on the level of higher education. Therefore, it is important for Taiwan that the government implement international education policies in order to cultivate world citizenship. However, in order to deepen international education on the levels of elementary and secondary schools, the government should implement international education in elementary and secondary schools and facilitate school-based management of international education through voluntary policies. The programs ought to stress economic development, technical innovation, cultural understanding, and global values in order to cultivate students' international views. Based on the connotations, in order to be realized the goals of international education, government should enlighten school members' consciousness of progress for international education, facilitate the guiding programs of intercultural learning, and help establish new educational forms for international schools. Based on this paper's analyses, the implementation of international education will help facilitate progressive elements and the flexibility of educational systems. According to the literature reviewand analyses of many countries' experiences, this study provides people with some implications showing how to promote students' life opportunities and how to enrich the ecology of educational systems through intercultural learning.
