強調民眾參與及凝聚意識，「由下而上」的社區主義已然為社區政策主流，然因參與認知缺乏，使得政策推動產生瓶頸，因此「平行」的夥伴關係角色逐漸吃重。從文獻發現社區意識對民眾參與存在正相關，然從實務觀點也期能藉民眾參與凝聚社區意識，因此透過文獻與實務兩個觀點討論夥伴關係在民眾參與與社區意識間關係。透過便利抽樣法選取屬性類似且具社區營造經驗的豐田與富源做為實證。從文獻研究觀點：印證社區意識對民眾參與正相關，夥伴關係高會產生干擾；從實務角度觀點：可透過民眾參與來凝聚社區意識，但夥伴關係無干擾效果。意味唯有建立良好夥伴關係才能凝聚意識促進參與；亦應激發自主性參與實踐社區發展目標。本研究提供政策推動者瞭解推展社區發展政策盲點與方向。
Bottom-up development of community policy has emphasized on public participation and community sense, which has become the mainstream of policy implementation of government. However, lacking resident's participation cognition has raised problems on policy implementation. As the result, parallel partnership between the public sector and community residents will solve these problems. Past researches have proven that resident's community sense has positive influences of residents' participation. Residents' participation can strengthen their community sense from practical viewpoints. Therefore, the purpose of this research is to clarify the partnership relationships of resident's participation and community sense between the public sector and community residents. Convenience sampling method is selected from Fengtian and Fuyuan, where both have community empowerment experiences. This study has two concept models. Community sense had a positive effect on resident's participation when the higher level of partnership impacts those relationship from past researches viewpoint. On the other hand, resident's participation is also related to the community sense, but the partnership between the public sector and community residents could not impact their effectiveness from practical viewpoint. This result indicates that the implementation of public sector policy should establish a good partnership between public sector and residents to enhance sense of community. At the same time, to promote residents' spontaneous participation and provide the participation of the environment can establish community sense will lead to achieve sustainable community development. Therefore, this research provides the direction and comprehension to promote the community development of the policy making.
