The focus of this paper is to introduce the successful experience of a Hong Kong primary school which participated in a professional support scheme for enhancing school development. Before joining this scheme the school had failed to restructure its organization structure for two times. This time the school took the advantage of joining this scheme, was able to make use of external expertise to motivate and engage its middle managers in an action learning process, which in turn supported the school in organizational restructuring. The key is that through team learning, some middle managers had changed their passive attitude towards working and reinforced their understanding of organizational change and team development. Finally the school had successfully undertaken an “organizational driven action learning” process.
