　　本文從全球化的多元面向來分析其對經濟、政治、文化、與科技各領域的影響，發覺全球化的意涵與內容是豐富且具辯證性的，例如在政治全球化方面即有超國家及強調在地化兩股趨勢；在文化全球化方面更有全球〈同質化〉與在地〈特殊化〉的辯證。然而，從我國近十年來政府在高等教育政策上所因應的全球化，幾乎是以因應「經濟全球化」為主，其中充滿新右派的政經意識型態，造成以競爭、卓越、市場化、企業化、產學合作為主的學術資本主義；或是一味以西方標準來衡量學術成就及教學上獨尊英語的文化霸權，完全忽略在地化及東方知識的多元豐富內涵；在增設系所的分佈及卓越計畫的補助又呈現科技凌駕社會人文的趨勢，此等現象值得反思。在大學法修正之法制調整方面，高等教育審議委員會之組織、權限、運作及審議程序等均有再詳細檢討之必要，關於大學之整合與合併更不能忽視其對大學學術自由與大學自治之影響，而行政法人國立大學之性質不明，關於董事會之設置又有使教育行政及學術外勢力擯制大學之疑慮，有影響大學自治與大學內部成員學術自由之可能，令人憂心。至於高等教育機構之輸出與輸入法制，則十分簡略與欠缺積極性設計，恐難達到高等教育國際化之目的，值得再作 檢討。
