The twenty-first century is dominated by knowledge. It has become the most important trend and gives a competitive advantage. However, the use of organizational knowledge is related to learning culture at a company. Therefore, the ideas of ‘organizational learning’ and ‘organizational knowledge’ have a great influence upon the character and function of human resource management (HRM) in a company. In order to extend the scope of HRM, the company should facilitate its organizational learning climate, promote workplace learning functions and learning culture. The author clarifies “the Reform of Human Resource Management in a Knowledge-Based Economic Age”:With a view to Organizational Learning. In the article, the concepts of knowledge economy, human resource management, and organizational learning are first identified; secondly, the ideas of ‘knowledge economy’ are discussed for their influence upon the character and function of human resource management (HRM) and organizational learning in the organization; finally, from a organizational learning point of view, as well as a strategic viewpoint, the reform of human resource management is proposed as a reference for the development of organizational learning and human resource management.
