The purpose of this paper is to explore the importance of home-school partnership. It is maintained that parents, teachers and administrators have to work together to accomplish a goal, for all children in school to achieve success. First, the legalities of parent participation are discussed from three dimensions: law (constitution, fundamental law for education and civil law), educational right of parent theory and citizen participation theory. Second, the development and obstacle of Taiwan parents participation was discussed. Home-school partnership model is described as a way of improvement. Finally, four elements of home-school partnership are discussed: (1)creating two-way communication; (2)enhancing learning at home and at school; (3)providing mutual support; (4)making joint decisions. In conclusion, the author argues that home-school partnership offers the greatest promise for increasing children's success. Therefore, home and school should build a true partnership and work for all children's success.
