全面品質管理與平衡計分卡在學校經營策略應用整合模式之研究

摘 要
企業經營理念中,全面品質管理與平衡計分卡,是兩種嶄新的經營哲學及管理典範,在企業界的運用績效卓著。兩者在內涵上有其異曲同工之處,是以,若能將其經營理念予以整合,強化二者之間存在的互補態勢,讓教育能有所師法,並應用於改善國民小學的經營策略,定可藉以促進教育的卓越發展。
本研究以文獻分析及問卷調查法為主蒐集研究資料,以全國公私立國民小學教師、主任、校長及地方教育行政人員、專家學者共計1250位為研究對象,目的旨在探討全面品質管理與平衡計分卡二大理論,分析兩者在國民小學經營策略的適用情形,並藉由研究結果和研究發現,嘗試建構全面品質管理與平衡計分卡,在國民小學經營策略應用之整合模式。茲歸納本研究獲致四大項結論,以及十七項建議,茲敘述如后:
一、結論
(一)企業經營理念對國民小學經營策略之影響,整體而言達到很有影響的程度。
(二)全面品質管理對國民小學經營策略之重要性方面,各向度整體而言皆達到很重要的水準。
(三)平衡計分卡對國民小學經營策略之重要性方面,各向度整體而言皆達到很重要的水準。
(四)全面品質管理與平衡計分卡在學校經營策略應用之整合模式,總結為:1.教育資源;2.顧客資本;3.管理流程;4.永續經營;5.專業發展;6.策略執行。
二、建議
(一)對教育行政機關之建議:1.鼓勵學校擬定經營策略,做為學校經營的藍圖;2.建構教師績效評核指標,做為教師執行職務的依據;3.激勵學校建構知識管理方案,規劃學校成為學習型組織。
(二)對國民小學校長、主任之建議:1.重視經營理念之創新,行銷學校特色;2.學校經營者不能以利潤為目標,而應該以顧客為導向;3.確認教師是學校顧客,落實行政支援教學;4.重視學校成員團隊學習,挹注人力資源的發展和管理;5.專注教育資源的開發,適切的運用各種資源設備;6.普設溫心小棧,搭起親師生溝通的橋樑;7.強化學校行政管理流程,整合各處室間的策略資訊;8.強調學校經營願景,著重價值創新超越競爭。
(三)對國民小學教師的建議:1.重視品質績效,關注學生學習;2.規劃在職進修教育,前瞻未來教育趨勢。
(四)對未來進一步研究的建議:1.研究對象方面;2.研究變項方面;3.研究範圍方面;4.研究方法方面。

A study on the Integrated Model of Total Quality Management and

Abstract
In the business management theory, total quality management and balanced scorecard are two brand-new operation philosophy and management paradigm, which run well in enterprises. Both of them have their own merits, and if we can combine these merits together, enforce them, apply them into education system and use them to improve the management strategy of school, it can accelerate the excellent development of education.
This research are based on the analysis of reference review and questionnaire survey from 1250 samples who are public and private elementary school teachers, directors, principals and administrative personnel and specialists(and scholars). The goal is focused on the two theories, total quality management and balanced scorecard, analyzing the practical situations at the elementary schools. By collecting the results and trying to construct integrable model of total quality management and balanced scorecard in the management strategy at school. There are four major conclusions and seventeen suggestions that can be found from this study.
1. Conclusion
﹙1﹚For the affect aspects of the business management theory in the management strategy at elementary school, totally arrives at very affect level.
﹙2﹚For the important aspects of the management strategy of elementary school, total quality management totally arrives at very important level in every component.
﹙3﹚For the important aspects of the management strategy of elementary school, balanced scorecard totally arrives at very important level in every component.
﹙4﹚To conclude the integrated models of total quality management and balanced scorecard in the management strategy at school, researcher found: ﹙a﹚Education resource;﹙b﹚Customer resources; ﹙c﹚Management process; ﹙d﹚Continuous management;﹙e﹚Professional development;﹙f﹚Strategy practice.
2. Suggestions
﹙1﹚Suggestions to the educational administrative agencies
﹙a﹚Encourage the schools to set up their own management strategy as the blueprint of the school management;﹙b﹚Set an index of achievement for teachers;﹙c﹚Encourage the schools to build knowledge management projects and learning organizations.
﹙2﹚Suggestions to the principals and directors at elementary schools
﹙a﹚Pay attention to the innovation of the management theory and highlight the characteristics of the school;﹙b﹚The managers of a school should focus on the customers, not the profit;﹙c﹚Confirming the teachers are the customers at school, and practice the administrative supporting teaching;﹙d﹚Pay attention to the team work and the development and management of the human resource;﹙e﹚Concentrating on the development of educational resources, and making good use of varied equipments;﹙f﹚Establish the communication channel as the bridge of teachers and the students and the parents;﹙g﹚Enforce the administrative management process of the school and integrate the information from all the units at school;﹙h﹚Focus on the management of the school in the near future to compete with the other matches.
