This article analyzes policies and measures on tackling Early Leaving from education system between European Union and Taiwan from a comparative view. Early Leaving is taken as a priority task in EU education policy in order to accomplish aims of social justice and educational equity. From the analysis of definition, factors, strategies and the role of career guidance of Early Leaving in EU, new meanings and trends are emerging for Taiwan. The conclusions are: (1) readjusting the definition of the scope of Early Leaving; (2) expanding the factors relative to Early Leaving; (3) establishing comprehensive policies and (4) reconsidering the role of education and career guidance.
