The purpose of the study was to develop the research instrument by utilizing competing values framework and measure organizational culture in elementary schools. The collected data were analyzed by using the statistical methods of reliability analysis, confirmatory factor analysis, descriptive statistics, ANOVA, MANOVA, and cluster analysis. The conclusions of this study are: 1. The reliability and validity of the CVF school organizational culture scale is good. 2. Among all of the dimensions of school organizational culture, "Hierarchy" and "Clan" are the dominant in the elementary schools.
