This study bases the school organization and the decision mode as longitude and bases the principal of the elementary school in very remote mountain areas as latitude. Through a qualitative research such as interview and actual participation and observation, we analyze how the principal to make decisions for r events~ related to the school in the school organization operation process and what kind of reaction and consciousness other teachers have for decisions formation process and its effects. We further process an interactive study by analyzing such theories as in relation with characteristics of the school organization and the decision mode to explore what meanings it presents in study. According to this study, the principal's decision mode in this cast has following characteristics: 1. Authority class, regulations & laws and written files in the bureaucracy. 2. Less specific duty division, unsympathetic & unkind and resource control in the bureaucracy. 3. In keeping with a loosely coupled system and a dual system theory. The factors affecting the principal' s decision behaviors are as below: 1.The principal' s personal values and minds. 2. Teachers' and colleagues' opinions. 3.Thoughts of parents or guardians of students. At last, the researcher concludes and claims that the course of the principal's decision behaviors in this cast is inclined to an administrative decision mode.
