The purpose of this paper is to explore the concept of learning organization and the procedure to make it. The paper examines the development of administrative theories and argues that learning organization is an evolving concept, which may become a new paradigm in the discipline of administration. Also argued in this paper analyze the "Learning Organization Action Plan" developed by the Ministry of Education. The paper suggests the Plan may be refocused on one point such as analysis of the situation and learning how to learn together instead of trying out many activities.
