The Purpose of this paper was to analyze the functions of organizational culture and to apply the following strategies to school operation: 1.To understand and introduce concepts of organizational culture, and to elect the transformational leader as principal to lead the direction of school development. 2.To establish the philosophy of "quality, value, profession and service" and to create the "school identity system". 3.To pursue the coherence of philosophy, program and action, and to achieve the functions of management and culture. 4.To build the organizational culture of support, creation, profession, elaboration, education and learning.
