The "410 educational reform march" in April 10, 1994 demonstrated the problems of school education. In order to reply the requests of the non-governmental organizations, the authority established "Educational Reform Deliberation Committee", and carried out the Education Reform Action Plan. But now, there were some critique for the educational reform of the authority. The reply of the authority was "the goals of educational reform are right, just only the implementation of educational reform is wrong." In addition, teachers were not only reformers but also the reformed persons in the educational reform, so the teachers' attitude of educational reform policies was main fact of success of educational reform. The purpose of this study was to investigate elementary school teachers' attitude of cognition, identification, and implementation of educational reform policies--1994-2003, and the difference of importance of elementary school teachers' cognition, identification, and implementation of educational reform policies. Based on the above results, suggestions were proposed for authority in charge of education, school, teachers, and further studies.
