The Teacher Act (1995) provides that teachers can organize the teacher association. It is the reason why the relationship among the school administrators, teachers and parents has been changed. However, some conflicts just because the members of the teacher association didn't recognize the role about themselves and the real function of the association. Based on M. Archer's theory of educational interaction, the study deals with the role and function of the teacher association in educational system. There are four major functions of the teacher association in the following: (1) to be a pressure group, (2) to be a service institution, (3) to be a role for the need of communication, and (4) to be a role pushing the members to do research. At all, the teacher association should be the professional organization for all teachers and the leader for reforming. It should promote the educational quality, carry on education autonomy, and assist the school administrators in doing their jobs better.
