政治力的介入與運作，對教科書開放政策產生直接衝擊，其制訂過程處處可見政治行為。本文主要目的係由政治行為面向探討教科書開放政策，首先說明教科書開放過程的演變；接著就政治行為的基本理念進行探究；最後根據相關文獻，建構教科書開放政策中政治行為面向之探討圖；由分析結果發現，教科書開放過程中，由於權力大小、資源分配、決策程序、人際互動、績效評估等因素的影響，使組織成員顯現其政治行為，包括：法職權與專家權運用、府院衝突與妥協因應、交際應酬與逢迎討好之自利行為等，透過政治行為的運用，導致教科書實務產生正面與負面的結果。
Interference and operation of the politics have significant influence upon the textbook opening policy. The process of textbooks reform demonstrated particularly the appearing of the political behavior. The purpose of this article is to explore the political behavior aspects of the textbook opening policy. First, it explains the evolution of textbooks reform. Next, it explores basic ideas of the political behavior. Finally, based on the literature review, it constructs the framework to explore the political behavior aspects of the textbook opening policy. Findings indicate that the factors including power, resource, decision, interpersonal interaction and performance evaluation lead to the emergence of the political behavior by concerned members in the process of textbooks reform. The political behavior aspects are composed of operation of legitimate power and expert power, conflict and compromise of government and the Legislative Yuan, social interaction and flattering behavior. The positive and negative effects of operation of the political behavior are emerged on textbooks practice.
