The education had to face many challenges of reformation and multi-values in new era, so it was necessary and important that promoted discourse between educational research and educational policy-making. This paper found that educational research and educational policy-making applying integration viewpoint was scant but important. Firstly, the shift of theory paradigm. Secondly, the multi -level core factors in human basic hypothesis, politics and social system, culture and history. Thirdly, the difference between emic and etic. At the same time, the education was hoped to take on the development of professional knowledge and human resource in the globalization era. Therefore, this paper utilized the integration viewpoint of glocalization, explored on educational research, educational policy-making, common problem, and educational development of future that had to give consideration to more things: multi-culture and core value, boundary-less, the balance between political power and benefits conflict, continuous development of individual professional growth and organization learning, and technology platform. Finally, this paper pointed out five ways that could be used to improved educational research and educational policy-making that applied the integration viewpoint of glocalization.
