In order to promote the evaluation and the quality of general education in universities of arts. The purpose of this study is to establish the evaluation indicators for universities of arts. First, we used document analysis to establish the primary scales. Then we used the Delphi Technique which proceed with three times questionnaire to improve the primary scales. Finally, the evaluation indicators for general education in universities of arts are completed which include 6 first-order indicators. “The goal, characteristic and plan of education” include 2 second-order and 9 third-order indicators. “The organization and operation of administration” include 2 second-order and 11 third -order indicators. “The resources of instruction and administration" include 2 second-order and 10 third-order indicators. "The quality of teacher” include 2 second-order and 14 third -order indicators. “The curriculum and instruction” include 2 second-order and 19 third-order indicators. “The service and continuing” include 2 second-order and 7 third-order indicators. Besides, the study also discuss the procedure and results of the establishment of evaluation indicators. At the end of the study proposes some suggestions for practical implementation and further study.
