題名:臺灣教育改革的省思與持續改善思維--領導社群的整合觀點

教育改革儼然成為新世紀生存競賽中,勢在必行的動態取向。傳統科層體制中偉人、單一領導的思維,不但無法滿足教育改革由下而上的訴求。同時,更在結構、信念、文化不同層次上產生諸多限制。本文以領導社群的整合觀點,對於教育改革衍生之問題加以探討,認為應突破既有組織結構限制、平衡政治利益、衝突的協調、人力資源與領導的培育、尋求象徵意義與基本假定的審視。同時,對於未來教育改革持續推動的建議為:以系統性的思維掌握教育改革本質與整體規劃、關注政治面向,正視衝突的存在,並採行微觀、漸進、與穩健的平衡轉化、跨越疆界與文化的藩籬,展現關懷與信任的合作,兼重教育改革質與量的改善、以多元途徑建立社群,藉由參與以及賦權而擴大領導影響力,並促動個人專業發展及組織創新經營。
In the new century, the educational reform had become the essential action and tendency. The concepts of greatman theory and single leader for tradition bureaucracy could not be used in the educational reform, and it has many limits right now. The paper utilized the integration viewpoint of community of leadership to probe into questions of educational reform. The finding of the research including: crossing of organization boundary, action of politics communication, management of human resource and leadership, finding of symbolization meaning, and rethinking of basic hypothesis. Finally, the author pointed out four ways that could be used for action of continuity improvement in the education reform.
