The merits of teacher's training are the lifeblood of the educational quality, it has already been an international trend that national educational administration paid attention to the system reform of teacher education. But the business of teacher education in the charge of central authorities has the phonomenon of responsibilities dispersed, and so far as the system has been reformed, we still can not see the plural characteristics out of the fostered pluralism. Instead of the expected reform results, the high-quality and speciality of teacher education in Taiwan confront a lot of severe challenges and need overall planning and reconstruction badly. Therefore, Minister of Education, Dr. Wu Ching-ji declared a new and first ever teacher education authority in national level in Taiwan, that is the Department of Teacher Plan and Education, will be established in 2012. This research has conducted a document analysis and citation analysis. By the comparative analysis of multiple document, and through triangulation, the study presents an analysis of responsibility for ”The Proposed Department of Teacher Plan and Education”, which consists of 7 great themes, 25 topics and 79 details. This research also proposes some recommendations for the improvement of teacher education in Taiwan.
