本研究旨在建構高中優質化輔助方案的學校層級政策執行指標與瞭解各指標的重要性程度,為達此研究目的,本研究採德懷術進行指標建構,聘請25位專家組成德懷術專家小組進行問卷調查。本研究的初構指標乃經由政策執行和高中優質化輔助方案文獻探討完成,經三回合的問卷調查,共建構包含「領導力」、「執行力」與「學習力」三個構面,其下的「校長領導」、「方案認知」、「參與意願」、「自主管理」、「專業學習社群」和「校際經驗交流」六個項目,分作29項指標。29項指標中的19項經評定為「重要」,另10項則評定為「非常重要」,顯示本研究建構的所有指標均為重要指標。
The purpose of this study was to construct the school-level indicators for the policy implementation of the school actualization program (SAP) and to assess their importance. The preliminary indicators were formulated based upon the literature reviews of on SAP and policy implementation. Then the Delphi method was used to collect quantitative data from 25 expert opinions on the school-level indicators. After three rounds of questionnaire surveys, a total of 29 indicators were constructed, all receiving a consensus. The study found the 29 school-level indicators consisted of three dimensions: leadership, execution, and learning. They also consisted of six items: principal leadership, policy understanding, willingness to implement, self-management, professional learning community, and interscholastic exchange. The ten indicators assessed were labeled as “very important” indicators and the remaining 19 ones were labeled “important” indicators.
