本文旨在從「覺?知?行?思」的行動智慧視框，探究課程發展與領導的行動智慧。首先，提出六大常見的課程發展問題，並析述影響課程因素的覺察；其次，論述課程發展與領導的系統化知能之培養；再次，論述課程發展與領導可應用的高效行動策略，包括：1. 善用行動智慧教學模式、教師領導與行動研究，使教師增能；2. 巧用組織、核心團隊、課程地圖與工具，強化課發會的功能；3. 權變善用多元的課程發展模式，以轉化型領導促發課程改革；4. 運用有效能的課程與教學領導行為，促動學生進行樂效學習；5. 發揮知識管理與分享的功能，促進課程通透理解與正向發展；6. 正向激勵熱情、從容慢學、明快釋義、整合家長及社區資源；7. 進行系統化革新、案例分享，透過善巧溝通，加強課程評鑑；8. 建立研發獎勵機制，發展自主學習課程，永續經營校本課程。最後，提出課程發展與領導的批判省思。
