Due to the abundance of the economy, the promotion of industry, the increasing of the GNP, the decreasing of the number of family members, and the more important of educational achievement as one of the main means for people to strive for upper social mobility, the expectations on education from parents are getting higher and higher in order to get high quality education for their children. All the phenomena mentioned above have considerable influence on recent educational movements, in addition, the international competition and the world trends of educational development also have remarkable impact. This paper is to analyze the background of reforms, the contrast and conflict in the reform, main directions of educational reform, and finally to reflect on Taiwan's educational policies and policy-making process in order to make some recommendations for future development.
