國民中學學校危機管理模式指標建構之研究
摘要
本研究旨在建構國民中學學校危機管理模式指標。透過文獻資料的分析與探討,提出國民中學學校危機管理模式指標雛型與指標架構初稿及其內涵,經由焦點團體訪談和三階段德懷術問卷調查進行國民中學學校危機管理模式指標確認,最後以階層程序分析法建構國民中學學校危機管理模式指標之權重體系。
本研究獲致以下結論:
壹、國民中學學校危機管理可以歸納為預防、準備、處理、復原四階段以及溝通管理和資源管理二策略
貳、本研究所建構的國民中學學校危機管理指標,共有六個構面、十八個層面以及100個指標
一、「預防階段」首重「危險評估」,其次為「防災措施」,其次為「案例研討」
二、「準備階段」首重「支持系統」,其次為「教育演練」,其次為「計畫擬訂」
三、「處理階段」首重「安全處遇」,其次為「策略執行」,其次為「傳媒應對」
四、「復原階段」首重「組織重建」,其次為「追蹤輔導」,其次為「經驗整合」
五、「溝通管理」首重「溝通計畫」,其次為「聯繫網絡」,其次為「資訊記錄」
六、「資源管理」首重「環境維護」,其次為「人力動員」,其次為「經費運用」
本研究提出以下建議:
壹、對教育行政機關的建議
一、運用本研究所建構的學校危機管理指標,檢核校園危機管理實際作為
二、加強校長職前與在職訓練,融入學校危機管理相關課程
三、建立危機管理人力資源庫,提供學校危機管理諮詢服務
四、設立學校發言人培訓課程,增進學校媒體管理應對能力
貳、對學校教育單位之建議
一、運用本研究所建構之學校危機管理模式運作指標,落實學校危機管理
二、執行危險評估,消弭學校危機潛藏因子
三、整合社區資源,建立危機管理支持系統
四、擬訂溝通計畫,強化學校危機溝通技巧
五、實施教育演練,提升學校危機應變能力
六、建立回饋機制,傳承學校危機管理經驗
七、維護校園環境,營造和諧安全學習氣氛
八、設置校安基金,儲購危機管理基本設備

The research on the construction of the school crisis management model and indicators on junior high school
Abstract
The purpose of this research was to establish the school crisis management model and indicators on junior high school. Data collection utilized following methods: focus group interview, Delphi, and AHP.
Conclusions included:
1.the school crisis management model on junior high school could be distinguished with four phase: prevention, preparation, response, recovery and two strategies: communication management, resource management.
2.the school crisis management model and indicators on junior high school was consisted of six dimensions, eighteen sub-dimensions and one hundred indicators.
3.’threat assessment’ was the priority on the dimension of prevent.
4.’support system’ was the priority on the dimension of preparation.
5.’safety issue’ was the priority on the dimension of response.
6.’organization rebuilding’ was the priority on the dimension of recovery.
7.’communication plan’ was the priority on the dimension of communication management.
8.’environment maintaining’ was the priority on the dimension of resource management.
Recommendations included:
1.for the educational administration agency
1.1.using the school crisis management model and indicators to review the operations of crisis management on junior high school.
1.2.providing the training of school crisis management for principals.
1.3.building the human resources for school crisis management.
1.4.setting up the courses for school spokespersons.
2.for schools
2.1.using the school crisis management model and indicators.
2.2.implementing threat assessment.
2.3.building partnerships with local emergency-response agencies.
2.4.creating crisis-communication plan.
2.5.implementing education and exercise about school crisis management.
2.6.building feedback system.
2.7.maintaining the environment of school.
2.8.setting up foundation for safe school.
