本研究旨在了解國民小學實施組織變革歷程所經歷變革階段與步驟,所採取的管理策略,並依據國民小學組織變革的實際狀況,初構「學校變革管理歷程模式」。本研究以公立的國民小學為研究對象,以立意取樣方式並選取三所高雄市變革順利的國民小學及兩所獲得教育部94年校長領導卓越獎之國小為個案學校。本研究內容以探討分析個案學校組織變革歷程之管理,並進行變革前各項步驟之了解,包含變革需求、變革願景與目標、變革的阻力與助力、變革內容等變革情境之分析,並對於國民小學組織變革歷程各階段的管理任務進行釐清,個案學校在變革步驟所採取管理策略的了解,變革鞏固階段學校新文化的形成等。
本研究透過文獻資料的探討、前導研究,整合型個案研究方法,並以訪談、焦點團體訪談與文件分析進行資料的蒐集、分析與討論,獲致下列主要結論:
壹、學校變革歷程與步驟方面
一、 學校變革有步驟,變革需要管理,管理要有策略
二、 學校變革壓力真正來自內在因素,建立危機感,尋求變革共識
三、 學校變革先以改善校園環境為切入點
四、 學校願景目標形成採取由上而下方式,再徵詢成員意見和想法
五、 建立不同於企業的變革領導團隊
六、 對願景目標未能充分溝通
七、 調整組織結構與行政運作流程順應變革
八、 善用資深教師扮演學校變革過程的穩定力量
九、 學校均以具體成果激勵成員繼續努力
十、 將短期成果發展為學校特色,鞏固變革成果
十一、深耕新作法,讓學校新文化生根
十二、學校組織變革歷程模式的初構
貳、學校變革管理策略方面
一、 以參與教育改革,給成員公開信,堅決處理不適任教師等策略建立學校危機感
二、 達成願景目標的有效策略:先改變家長再改變教師,從點開始再擴大至線和面,帶人先帶心,營造學習型組織的校園氣氛
三、 透過公開場合理性溝通,以網站建立溝通平台,從「知、能、願、行」實施變革來溝通學校願景目標
四、 不同型態的領導團隊與運作方式:成立核心團隊如資訊種子團隊,教學團,教學輔導團,學校專業開發團隊
五、 學校調整組織結構因應變革:在總額管制原則,進行業務整合、調整與簡化
六、 以等待、包容、微調化解學校變革地阻力與障礙
七、 以在職進修、成員分享、教師評鑑與知識管理,增強學校成員的變革能量
八、 領導者調整態度、對變革熱情投入及言行一致是影響變革目標達成的重要因素
九、 採取多元管理策略創造績效,公開表揚有功人員,鼓勵成員創新作為
十、 建立更多教師專業團隊,發展更多學校特色,讓學校真正成為學習型組織
十一、 深耕學校文化的管理策略:(一)提供一個完全支持的情境;(二)建立一個讓成員願意付出的公平制度;(三)校長與成員建立情感關係;(四)建立願意彼此分享的制度;(五)善用資深教師的力量型塑典範的優質文化;(六)型塑「一家人」溫馨的感覺。

一、 培養行政人員變革管理能力,變革過程鼓勵所有成員參與
二、 成立領導團隊,帶領學校成員實施變革
三、 對於學校願景目標的溝通,能充分運用多元及合適管道
四、 建立教師的專業團隊,形成扁平化組織,讓工作更有效率
五、 慶祝成功:創造多次小成功累積大成就
六、 善用行銷策略,提升學校正面形象
七、 校長應掌握變革時機,採取變革措施
八、 學校要延續變革績效,應慎選校長接任人選
九、 學效應依循步驟實施變革,並持續漸進式的變革
十、 建立分享、公平的制度,形塑「家」的氣氛,將變革深植學校文化之中
This study is designed to understand the stages and steps and management strategy available in the process of primary school organization change and construct “a school change process management model”. This study focuses on the public primary schools, makes use of the purposive sampling to choose three of Kaohsiung City primary schools succeeding in the change and two winning the 2005 award of excellence in the principal’s leadership, Ministry of Education, aiming to explore and analyze the management of organizational change process in the case schools, proceed with the understanding of all steps before change, including the analysis of change situations like change demand, change prospect and objective, change resistance and assistance, clarify all stages of management mission in the process of primary school organization change, management strategy available for change steps in the case schools and the formation of new culture at the stage of change consolidation.
This research conducts the data gathering, analysis and discussion to come to the following conclusions through literature review, pilot study, integrated case research method and by means of interview, focus group interview and document analysis:
I. School change process and steps
1.The steps are required in the school change. The change needs to be managed. The strategy is applied to the management.
2.The pressure of school change truly comes from the inner factor. It is necessary to establish the sense of crisis to seek the common consensus of change.
3.Improve the campus environment before school change
4.Form the school prospect and objective in the top-down way and then inquire the opinions and viewpoints of members
5.Build a change leadership team different from the enterprise
6.Fail to fully communicate toward the prospect and objective
7.Regulate the organizational structure and administrative operation to adjust to change
8.Make good use of senior teachers to stabilize the process of school change
9.Motivate the members to make continuing efforts with concrete outcome
10.Turn the short-term outcome into the school feature and consolidate the outcome of change
11.Develop a new approach to root the new culture in the school
12.Construct a model of organizational change process in the school
II. Change management strategy
1. Build the sense of crisis by implementing the strategies such as involvement in educational reform, giving open letter to the members and insisting on disposing of incompetent teachers.
2. Effective strategy to arrive at the prospect and objective: Change the parents and then the teachers, start from the point and then expand to the line and surface, lead the mind before training people, create the campus atmosphere of learning organization
3. Proceed with the reasonable communication through the open location, set up the communication platform on the website, implement the change from “knowledge, ability, willingness, action” to communicate the school prospect and objective.
4. Leadership team and operation mode of different patterns: Found the core teams such as information seed team, teaching team, teaching counselling team, professional school development team.
5. Adjust organizational structure to change according to circumstances: Proceed with business integration, adjustment and simplification on the basis of overall control
6. Settle the resistance and obstacle of school change in the way of treatment, toleration and micro-adjustment.
7. Strengthen the change energy of school members by means of on-the-job training, member share, teacher evaluation and knowledge management.
8. The leader’s attitude adjustment, passion for change and words conforming to actions are crucial to the achievement of change objective.
9. Adopt diverse management strategies to create the performance and cite the members of merit to encourage their innovative behavior
10. Set up more professional teacher teams to develop more school features that the school truly becomes a learning organization.
11. Root the management strategy of school culture: (a)Provide a situation of full support (b)build an equal system which all members willingly devote themselves to (c)Establish the emotional relationship between principal and members (d)Set up the system of mutual share (e)Make good use of senior teachers’ power to shape the typical culture of excellence (f)Create a warm feeling of “one family”.
III. Suggestion
1. Cultivate the administrator’s ability of change management, and encourage all members to be involved in the change process
2. Organize a team leading school members to implement the change
3. Communicate about school prospect and objective, and make full use of diverse and suitable channels
4. Build a professional teacher team and form a flat organization to make work more efficient
5. Celebrate success: Create a couple of small successes to accumulate a big achievement
6. Make good use of marketing strategy and promote the school’s positive image
7. The principal should seize the moment of change and adopt the measures of change
8. The school should carefully choose the candidate for the principal to continue the performance of change.
9. The school should implement the change according to the steps and continue the progressive change.
10. Build a sharing and equal system and shape the atmosphere of “home” to root the change in the school culture.
